Implementation

The Federal Office for Gender Equality (FOGE) is responsible for coordinating the action plans of the Gender Equality Strategy 2030 and the Istanbul Convention. At operational level, the measures are implemented by the entities responsible.

Implementation of the Gender Equality Strategy 2030 and action plan

All federal departments and the Federal Chancellery are involved in implementing the Gender Equality 2030 action plan. Their planned measures to implement the strategy will be integrated as far as possible into existing structures and financed from existing resources. However, it cannot be ruled out that additional resources may be required for this purpose.

The FOGE is responsible for coordinating the strategy and action plan. At operational level, the measures are implemented by the responsible entities. They are in contact with the FOGE, to which they report their progress on implementing the measures. 

An interdepartmental committee, led by the FOGE, ensures that the strategy is fully embedded in the Federal Administration. It meets at regular intervals, generally twice a year.

The action plan is a dynamic instrument that is regularly updated, in principle twice a year. This update also serves to monitor the state of implementation of the measures. In order to achieve the objectives of the strategy, new measures will be added as and when required.

An interim review will be carried out by the end of 2025. It will assess the state of implementation of the Gender Equality Strategy 2030, which will be adjusted if necessary.

 

Implementation of the National Action Plan 2022-2026 for the implementation of the Istanbul Convention (NAP CI)

The ‘gender-specific violence’ area of action also contains the 44 measures of the NAP IC.

Implementation of the NAP IC is the subject of a separate but coordinated process with that of the Equality Strategy 2030.

NAP IC measures are implemented in accordance with the division of responsibilities within the federal government. At federal level, implementation and financing are ensured within the framework of existing legal bases and resources.

As the national coordinating body under Art. 10 of the Istanbul Convention, the FOGE coordinates the implementation and monitoring of the NAP IC.

Implementation of the NAP IC is monitored annually by the following bodies:

  • Confederation-Cantons-Municipalities Committee for the implementation of the Istanbul Convention
  • Confederation interdepartmental working group for implementation of the Istanbul Convention
  • Annual Confederation-Cantons-NGO Istanbul Convention Network exchange meeting.

The aim of monitoring is to ensure the implementation of NAP IC measures, the dynamic development of measures and harmonization with other current action plans and strategies, in particular the Equality Strategy 2030 and the Domestic Violence Roadmap of the Confederation and cantons.

In 2024, an interim report will review the progress of implementation and record planned developments, which will be carried out in subsequent years.

At the end of the NAP IC, in 2026, a final report will take stock. The continuation of the NAP IC will be examined at that time.
