The Gender Equality Strategy 2030 is a work programme for the Confederation, which is resolutely committed to advancing equality. However, its implementation also requires the active participation of the cantons and communes, as well as regular exchanges with civil society, in particular the NGOs working in this area, and the business and academic communities.

As the Federal Supreme Court pointed out in 2011 (DFS 137 I 305), all levels of government - i.e. not only the Confederation, but also all cantons and communes - are obliged to take appropriate measures to combat stereotypes and discrimination against women. As a result: 

  • The cantons are largely responsible for tackling gender stereotypes in schools and education. Action is under way, but needs to be continued and even stepped up.
  • Enabling work-life balance is also primarily the responsibility of the cantons and communes, as well as the social partners. The Confederation has been involved in this area for many years, but greater collaboration between all the players is needed to achieve significant improvements. 
  • Achieving equality in working life is the responsibility of both the private and public sectors, which must set an example. This applies to both equal pay and gender diversity in decision-making bodies.
  • The Confederation is actively involved in combating violence against women and domestic violence, which are primarily the responsibility of the cantons. To tackle these scourges, the Confederation and the cantons have stepped up their dialogue, which has led to substantial progress.
  • Taxation at federal, cantonal and communal level plays a particular role in encouraging both members of a couple to pursue gainful employment. This issue has been on the political agenda for a long time.
